Abstract

This study aims to analyze the implementation of Total Quality Management (TQM) and information technology-based quality control systems in enhancing institutional competitiveness at SD Budi Mulia 2 Pematangsiantar. The research employed a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. Research subjects included the principal, teachers, education staff, and school committee. The results indicated that the implementation of TQM integrated with information technology had a significant impact on improving the quality of educational services. The information technology-based quality control system implemented includes online learning monitoring applications, school management information systems, and digital teacher performance evaluation platforms. This implementation resulted in a 28% increase in stakeholder satisfaction, 35% administrative efficiency, and 22% improvement in student academic achievement within two years. Success factors include leadership commitment, strong quality culture, and adequate technological infrastructure. Meanwhile, challenges faced include resistance to change and limited digital competencies among some educators. This study recommends the importance of continuous training and development of user- friendly technology systems to optimize the implementation of information technology-based TQM
