IMPLEMENTASI KEBIJAKAN SISTEM E-PLANNING DALAM PEMBANGUNAN INFRASTRUKTUR PADA BAPPEDA KOTA MEDAN

Abstract

This research aims to find out how the e-planning system policy is implemented in infrastructure development at BAPPEDA Medan City. This type of research is qualitative research. Data collection techniques are carried out by observation, interviews and documentation. The object of this research is the Medan City BAPPRDA Office. The number of samples in this research was 9 informants. The results of this research show that the implementation of the e-planning system policy in infrastructure development at BAPPEDA Medan City has been developed and implemented well. Based on Permendagri Regulation No. 86 of 2017 concerning procedures for regional development planning. Then in infrastructure development, it is to support e-planning for infrastructure development in the city of Medan related to the sub-district musrenbang process, and sub-district musrembang where proposals for infrastructure development come from the community, sub-districts, sub-districts and Regional Civil Organizations (OPD). Factors that hinder "In the Medan City BAPPEDA e-planning system, the Regional Apparatus Organization (OPD) often rotates, the internet network is also inadequate, and there is no official use of regulations in the mayor's regulations.
