ANALISIS KEBIJAKAN PEMERINTAH KELURAHAN DALAM PENANGGULANGAN KEMISKINAN DI KELURAHAN TITI RANTAI KEC.MEDAN BARU KOTA MEDAN
Abstract
This study aims to analyze the policy of the Titi Rantai Village Government in poverty alleviation and to identify the supporting and inhibiting factors in the implementation of these policies. This research employs a descriptive qualitative approach using data collection techniques through in-depth interviews with village officials and program beneficiaries. The findings show that the village government plays a significant role in implementing social assistance programs such as the Family Hope Program (PKH), Direct Cash Assistance (BLT), and MSME empowerment initiatives. However, the effectiveness of these policies is hindered by limited public participation, inadequate resources, and inaccuracies in beneficiary data. The main causes of poverty in Titi Rantai Village include low levels of education, high family dependency rates, and a predominance of informal sector employment. The study recommends enhancing the capacity of village officials, improving data validation, and actively involving the community in planning and implementing poverty reduction programs.
