PERANAN BADAN PENEGEMBANGAN SUMBER DAYA MANUSIA (BPSDM) DALAM MENYELENGGARAKAN PENDIDIKAN DAN PELATIHAN UNTUK PENANGGULANGAN RESIKO BENCANA DIPROVINSI SUMATERA UTARA
Abstract
This study examines the role of the North Sumatra Province Human Resources Development Agency (BPSDM) in providing education and training (diklat) to support disaster risk management and identifies the obstacles faced. The research background stems from the increasing impact of disasters in North Sumatra, which demands capacity building for both government officials and the community. The method used was descriptive qualitative, with observations, interviews, and documentation studies of BPSDM officials and employees. The results indicate that BPSDM plays a crucial role in building civil servant competency and community preparedness through the formulation of technical policies, regional needs-based training, targeted outreach methods, and collaboration with the Regional Disaster Management Agency (BPBD). However, training implementation remains hampered by budget constraints, limited field practice, suboptimal material integration, and limited facilities and technology. Recommendations for improving materials, utilizing technology, strengthening inter-agency synergy, and upgrading facilities are recommended for effective disaster training.
