IMPLEMENTASI KEBIJAKAN PUBLIK MENGENAI PEMBERDAYAAN MASYARAKAT DALAM MENINGKATKAN PEMBERDAYAAN EKONOMI DI KANTOR KECAMATAN MEDAN PETISAH

Abstract

This study aims to examine the implementation of public policy on community empowerment in improving the local economy in Medan Petisah District, as well as to identify the supporting factors and obstacles faced in its implementation. The research method applied is qualitative with a descriptive approach. Data were collected through interviews, observations, and documentation, then analyzed to provide a comprehensive picture of the policy implementation of community economic empowerment.The findings show that the implementation of economic empowerment policies in Medan Petisah District has been carried out and has brought positive impacts on the community, especially micro, small, and medium enterprises (MSMEs). Programs such as skills training, capital assistance, and business mentoring have enhanced the community’s capacity in managing businesses and encouraged the growth of new economic activities. These efforts have contributed to increasing family income and creating job opportunities in the local area.Nevertheless, several challenges remain in the policy implementation. Limitations include insufficient funding, lack of adequate facilities, restricted program coverage, and low participation rates among some residents due to limited socialization and awareness. In addition, access to capital after training continues to be a significant barrier for many entrepreneurs in developing their businesses. Overall, the implementation of community economic empowerment policy in Medan Petisah District can be considered successful but not yet optimal. Further improvements are needed, particularly in expanding access, providing continuous mentoring, and strengthening collaboration with various stakeholders to ensure the sustainability and effectiveness of the empowerment programs in enhancing community welfare.
